German umlaute are still not converted ...

I typed in the text "äÄöÖüÜß" and was surprised, that the result was: äÄöÖüÜß
 
So I extended the test string to contain "normal" European "special" characters to be:
 
àáâãäåæçèéêëìíîïðñòóôõöøùúûüýÿ
 
The converted "HTML" text was:
 
àáâãäåæçèéêëìíîïðñòóôõöøùúûüýÿ
 
I expected:
 
àáâãäåæçèéêëìíîïðñòóôõöøùúûüýÿ
 
Or with numeric HTML entities:
 
àáâãäåæçèéêëìíîïðñòóôõöøùúûüýÿ

Using the tcl programming language I've built a tcl package sometimes ago named "htmlEntities".

I attached the source to this package to give an example about converting "special" chars into HTML entities.

The problem with ä, Ä, ö, Ö, ß is solvented :)
